font-family: Arial;"&gt;The National Academy of Sciences (NAS) is a corporation in the &lt;/span&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;United States&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt; whose members serve for as "advisers to the nation on science, engineering, and medicine. The Act of Incorporation, signed by President Abraham Lincoln on &lt;/span&gt;&lt;st1:date year="1863" day="3" month="3"&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;March  3, 1863&lt;/span&gt;&lt;/st1:date&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;, created the &lt;a href="http://www.nasonline.org/"&gt;National Academy of Sciences&lt;/a&gt; and named 50 charter members. The Civil War caused a need for a national academy. Senator Henry Wilson of &lt;/span&gt;&lt;st1:state&gt;&lt;st1:place&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;Massachusetts&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:State&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt; was to name &lt;/span&gt;&lt;st1:place&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;Agassiz&lt;/span&gt;&lt;/st1:place&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt; to the Board of Regents of the Smithsonian.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;On the pretext of desiring to discuss his new duties, &lt;/span&gt;&lt;st1:place&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;Agassiz&lt;/span&gt;&lt;/st1:place&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt; was to come to &lt;/span&gt;&lt;st1:state&gt;&lt;st1:place&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;Washington&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:State&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt; at government expense to plan the organization with the others. So it was done, bypassing Joseph Henry, who had already made known his reluctance to have a bill for such an academy presented to Congress in the belief that such a resolution would be “opposed as something at variance with our democratic institutions.” Agassiz, Davis, Peirce, Benjamin Gould, and Senator Wilson met at Bache's house and hurriedly wrote the bill incorporating the Academy, including in it the name of fifty incorporators.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;During the last hours of the session, when the Senate was immersed in the rush of last minute business before its adjournment, Senator Wilson introduced the bill. Without examining it or debating its provisions, both the Senate and House approved it, and President Lincoln signed it. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify;"&gt;&lt;span style="font-size: 10pt; font-family: Arial;"&gt;Although hailed as a great step forward in government recognition of the role of science in American civilization, the National Academy of Sciences at the time created enormous ill feelings among scientists, whether or not they were named as incorporators. On May 31, 2002, Secretary of the Navy Gordon England directed all U.S. naval ships to fly the First Navy Jack for the duration of the War on Terrorism. Many ships chose to shift colors later that year on the first anniversary of the September 11, 2001 attacks. The previous naval jack was a blue field with 50 white stars, identical to the canton of the ensign (the Flag of the United States) both in appearance and size. A jack of similar design was used in 1794, though with 13 stars arranged in a 3–2–3–2–3 pattern. When a ship is moored or anchored, the jack is flown from the bow of the ship while the ensign is flown from the stern. When underway, the ensign is raised on the mainmast.
